I'm going to have to look into it; obviously, the rule of machanecha kadosh of milchama is used as a source for tefilla. But my initial reaction is that the Levush is saying that there is a particular relation between makom kavua and battle, more than tefilla in general. If you have any mekoros, I'd appreciate them.
