The Targum Yerushalmi presents what in other iterations is stated as ברוך שם כבוד מלכותו לעולם ועד as יהא שמי׳ רבא מברך לעלמי עלמין. This clearly indicates an equivalence between the two. This raises two questions. If they are equivalent, why is baruch shem said in a whisper while y'hei is said loudly. Why is baruch said by individuals, while y'hei can only be said with a minyan.
Answer:
Baruch is said quietly because it is appropriate for angels, not simple men, so we whisper it, knowing that so that the angels are not "jealous." Y'hei is diminished by being in Aramaic, so we can say it out loud.
Baruch, since it is whispered, can be said by individuals. Y'hei, by virtue of being said loud and clear, attains the status of a Davar shebikdusha, and therefore requires a minyan.
Proof of this difference is the fact that in special circumstances of kiddush hashem, baruch can be said out loud - such as Yom Kippur, or a gathering like the Siyum HaShas. The loud Baruch not only requires a minyan, it requires even a greater condition of kiddush Hashem and Hashra'as HaShechina.
A problem: seeing the Yerushalmi equating them distracts us from the important difference - that Y'hei does not mention Malchus. Malchus is a very important difference, its absence makes a bracha passul. Why the difference?
Reb Yakov asks this question and says that Malchus requires clear manifestation of the Shechina. In conditions of hester panim, Malchus cannot be said.
Another big difference is that Baruch is not the same as Mevorach. It can't be the same, because of the innumerable instances of Baruch and Mevorach in the same sentence. So why does the TY consider it a translation?
I'm open to other explanations.

According to the Medrash Rabba (98:3) this response to Yaakov was the first time Shema was recited and the source for the words used in the Mitzva of Krias Shema (just as Aharon's inspired bracha was the source for Birkas Kohanim, as the Otzar HaTefillos brings from the Yalkut in Shemini.)
The Gemara in Pesachim (56):
As the Rambam (KSh 1:4) puts it,
The literal Aramaic translation of Baruch Sheim is the Yehei Shmei Rabbah that we say in Kaddish. The basis for saying that the two are the same is the Targum here.
While the Medrashim and the Gemara in Pesachim mention that Yaakov responded with ברוך שם כבוד מלכותו לעולם ועד, the Targum Yerushalmi here translates it into יהא שמיה רבא מברך לעלם ולעלמי עלמיא.
Given this equivalence, the halachic differences become interesting. (1) Kaddish is called a דבר שבקדושה and therefore can not be said without a minyan. (2) Furthermore, we are not only allowed but encouraged to say it emphatically. On the other hand, (1) Baruch sheim can be said by individuals (2) and must be said in a whisper that only you hear.
This line of thought was stimulated by an experience I had this week. Speaking every day between mincha and maariv is difficult, doubly so if you're a busy man. I am not chalilah criticizing anybody, since I couldn't do better. But one day, there was what I call double bittul Torah. The rabbi spoke about the minhag not to learn on nittel nacht. Double bittul Torah, because the minhag is bittul Torah, and talking about such a silly minhag is double bittul Torah. (When I say "silly," that, of course, is from the perspective of non-chasidus, like shnapps and kichel for a yohrtzeit. In the matrix of chasidus and kabbala, I'm sure it's very meaningful.)
Since the Rabbi ended with Reb Chananiah (see MA OC 54 sk3 and Chayei Adam 30:7) I suppose it was okay, but if not for that, it would have been a Kaddish Levatala, an uncalled for totally superfluous kaddish. Assuming that קדיש לבטלה is a problem, should one answer יהא שמיה רבא? More importantly, is one ALLOWED to answer, or must one be silent and not participate in such an inappropriate kaddish?
My premise that Kaddish levatala is wrong and frowned upon is based on the many poskim that bring the Dvar Shmuel, such as the Aruch Hashulchan in 55, who states it clearly and emphatically. I know that in many communities, especially among the Chasidim, and always when there are chiyuvim that vie for the kibbud, this is not the minhag. But let's go with the Aruch Hashulchan, the Pri Megadim, and the Gaon.
I saw that Reb Yaakov talks about this connection in both his Emes L'Yakov on Brachos and on Chumash. In Chumash it's here and in Va'eschanan, and in Brachos, it's on 3a.
- אמאי ג״פ בכל יום ב״ק מנהמת ואומרת אוי לבנים וכו׳,
- ובשעה שעונין יהש״ר אומר (הקב״ה) ענין אחר — אשרי המלך וכו׳.
- גם צריך לדקדק. אמאי הכפיל לומר אשרי המלך כו׳ מה לו לאב וכו׳ - התחיל במלך וסיים באב ובנים.
וכבר דייק זה הדיוק בח״א למהרש״א, ויפה כתב משום דכל זמן שהי' ביהמ״ק קיים היתה ניכרת מלכותו יתברך, אבל אחר החורבן שאין הכסא שלם אז הוא בבחינת אב. ועיי״ש.
והנה יסוד לדברי המהרש״א ראיתי בסדור הגר״א (עיין בפי׳ אבני אליהו על מוסף של יו״ט) שפי׳ מה שאנו אומרים בתפלת מוסף של יו״ט אבינו מלכנו גלה כבוד מלכותך עלינו וכו׳. דהיינו הא דאמרי׳ בחגיגה דף י״ג ע״ב כתוב א׳ אומר שש כנפים שש בגפים לא׳ וכתוב א׳ אומר וארבע כנפים לאחת להם לא קשיא כאן בזמן שבהמ״ק קיים כאן בזמן שאין בהמ״ק קיים וכו׳, עיי״ש שפי׳ דהיינו שש תיבות של בשכמל״ו, ובזמן שחרב ביהמ״ק אימעוט ב׳ והיינו כבוד מלכותו, וזה שאנו אומרין גלה ככוד מלכותך עלינו והופע והנשא וכו׳. והיינו כדברי המהרש״א.
ובזה נבין דברי הגמ׳, דהנה אם נעתיק יהא שמי׳ רבא מברך לעלם ולעלמי עלמיא ללשון הקודש נמצא שהוא יהי שמו הגדול מבורך לעולם ועד. דהיינו כמו בשכמל״ו אלא שחסר כאן כבוד מלכותו, והשבח שהיו אומרין במקדש הי׳ בשכמל״ו [כדאיתא בתענית דף ט״ז ע״ב], ונמצא שבשעה שישראל עונין יהש״ר אז מתעורר כביכול ואומר אשרי המלך שמקלסין אותו בביתו כך. כלומר כשהי׳ כבוד מלכותו — דהיינו בביתו. דאז היו אומרין שבח זה וגם עם כבוד המלכות. ומדוקדק היטב מש״כ רש״י בד״ה אשרי המלך כו׳ אשרי כל זמן שהי ׳ קלום זה בתוך בית המקדש עכ״ל, ודו״ק.

ועיין במכילתא פי׳ בשלח דגירסת הגר״א היתה אימתי ד׳ ימלוך לעולם ועד כשמקדש ד׳ כוננו ידיך ועיי״ש. והיינו בזמן שביהמ״ק קיים אז ההנהגה במקדש למעלה מדרך הטבע וניכרת מלכותו יתברך, ועיי״ש בפי ׳ המלבי״ם ז״ל.
ומדוייק לפ״ז מה שלא הזכיר בסוגיין את ה״אמן״ של היש״ר [ועיין להלן דף כ״א ע״ב שדנתי בענין זה], משום שהכא העיקר הוא להביא את התרגום של בשכמל״ו, ודו״ק.

For anyone who understands these things, here's the Zohar, first the original and then the translated Zohar La'am. What I understand is that by Kedusha, it only requires a minyan when it's in Hebrew. But Kaddish, i.e., Yehei Shmei Rabba, even though it's in Aramis, it requires a minyan because of something I don't get. I think that whatever he's saying also explains why in the case of יהש״ר the opposite of the usual is true - that in Hebrew, it's NOT a davar shebikdusha, but in Aramis it is. (This reminds me of the teshuva in the Noda BeYehuda OC I:4. He was asked why the weekday shmoneh esrei does not mention the Korban Tamid. He said that the Anshei Knesses HaGedola had their reasons and we are not in any position to ask the question or to attempt to offer an answer.

Tiferes Yisrael in Brachos perek 2 #9 asks how it makes sense that no hefesk is allowed when saying Baruch Shem... but you can be mafsik mipnei ha'yirah in the middle of a pasuk of shema. How, he asks, can the non-pasuk of baruch Shem be more chamur than a real pasuk of shema?

מדברי התרגום ירושלמי מתבאר שהלשון שאנו אומרים בקדיש - 'יהא שמיה רבא מבורך לעלם ולﬠלמי ﬠלמיא' - הוא ביאור ופירוש של דברי יﬠקב לבניו ,ברוך שם כבוד מלכותו לﬠולם וﬠד, ויש לבאר את הדברים.
כמו כן יש לבאר מה שאמרו בגמרא )שבת ת'טי(: “אמר רבי יהושﬠ בן לוי כל העונה אמן יהא שמיה רבא מברך בכל כחו קורﬠין לו גזר רינו", מה טﬠם הדבר, ומדוﬠ כה גדולה סגולת אמירת יש״ר?
עוד יש להבין, היאך אנו מפסיקים באמצﬠ קריאת שמﬠ כדי לומר בשכמל"ו,
בהקדם ביאור הדברים, יש לﬠמוד ולהתבונן, ﬠל כרחך צריך לומר ש״ברוך שם כבוד מלכותו לﬠולם וﬠד״ שייך וקשיר לאחדות ה'. שהרי מיד לאחר תשובת בני יﬠקב לאביהם שאין לו מקום לחשוש ﬠליהם - ,כשם שאין בלבך אלא אחד כך אין בלבנו אלא אחד ככר נסתיים הדין ודברים שביניהם, ומהן ״שבאותה שﬠה פתח יﬠקב אבינו ואמר ברוך שם כבוד מלכותו לﬠולם ועד״ כמו כן בשעת קריאת שמע אחרי פסוק ראשון אנו אומרים ה׳ אחד - בשכמל״ו, וﬠײכ שמילים אלו מבטאות את אחדות ה׳, וצריך להבין את הקשר והשֲֲייכותְ, האיך אחדות ה מתבטאת במלים אלו.

זה היה חששו של יﬠקב: שמא יש אצל בניו פגם בﬠנין זה, שאינם מקבלים מלכות שמים בזמני צרה, ואם כך איך הם ראויים לדﬠת את קץ הימים. ואף לאחר שאמרו לו ,שמﬠ ישראל ה׳ אלקינו ה׳ אחד חזר והדגיש להם ״ברוך שם כבור מלכותו לﬠולם וﬠד״ אין די בכך שהאדם יקבל את מלכותו ית׳ בזמן שבו רואים בחוש את הנהגת ה׳, אלא צריך להכיר בכך גם בזמנים של הסתר פנים. מובן איפוא מדוﬠ יש לומר זאת מיד לאחר שאנו מקבלים מלכות שמים באמירת ,שמﬠ ישראל, כיון שדברים אלו הינם השלמה וביאור שמה שקיבלנו ﬠלינו מלכות שמים היינו בכל זמן ובכל מצב, בינה זאת.
זהו גם הביאור במה שאנו אומרים בקדיש - ״יהא שמיה רבא מברך לﬠלם ולﬠלמי ﬠלמיא". בדברים אלו אנו מקבלים ﬠלינו ﬠול מלכות שמים ﬠל כל הזמנים, הן בﬠת שמחה והן בﬠת צﬠר ח״ו.
